AUGUSTA, Maine — Brig. Gen. James D. Campbell, the Adjutant General for Maine, announces the promotion to the rank specified below for several local members. Soldiers were promoted to rank indicated in September 2013. Promoted were: Kurt Kafferlin of Houlton promoted to captain with 120th RSG; and Ralph Bartman IV of Smyrna Mills to sergeant with 136th Engineer Company.
