Caribou is about to review and approve a new capital improvement program.
They have chosen to ignore the sidewalk problem and drainage problem at Teague Park by wasting funds to fix the water drainage problem symptoms annually instead of installing a proper drainage system.
They have a combination of several possibilities.
First, put in a passive system that drains one part of the park into the Glenn St. storm drain and, in a different part of the park, another passive system that drains into the Bennett Drive storm drain.
Second, put in a passive system and route what that system drains to a sump pump located next to the rec building and then pump/drain that water into the Park Street storm drain system. This portion might have to be heated in order to flow over the water main. There might be a way to go under that water main so that the water main will not freeze.
This problem was brought to City Manager Steven Buck’s attention in 2006 when I mailed two letters to him in the same envelope. He acknowledged receiving one of the letters but not the other one, which described the situation and suggested a permanent solution.
