Julie Carr, 30, of Mars Hill remains behind bars awaiting arraignment on charges of gross sexual assault and sexual exploitation of a minor, following her September indictment by the Grand Jury. Carr was arrested June 12 at her Mars Hill residence, following an international investigation that brought law enforcement from both sides of the Atlantic together to solve a case of child pornography. Det. Sgt. John Cote, Maine State Police Criminal Investigation Division III, worked with United Kingdom officials, as well as agent from U.S. Immigration and Customs Enforcement and the Maine Drug Enforcement Agency, to execute a search warrant at Carr’s Mountain View St. home, based on evidence obtained on both sides of the world. Concerned for the welfare of the children involved in recorded videos discovered in the United Kingdom and later determined to be children in the U.S., officials moved quickly to obtain a warrant, subsequently arresting Carr and removing four children — three girls and a boy — from the residence. According to District Attorney Neale Adams, Carr is married but her husband was not home at the time of the arrest.
Both crimes are Class A felonies and carry a maximum incarceration period of 30 years, according to Cote, adding Carr will likely face charges on both the state and federal level, as the investigation continues. Carr’s bail was set at $50,000 cash or $100,000 surety, with several conditions, should she manage to meet bail requirements. She remained incarcerated at the Aroostook County Jail in Houlton at presstime. Carr’s next court appearance is scheduled for Tuesday, Oct. 27, when she will be arraigned in Caribou Superior Court.
In other news, the Aroostook County Grand Jury began its year of service, meeting in Houlton Sept 10, and Caribou Sept. 11. The Grand Jury returned 47 indictments against 45 different persons, including Carr.
